I dont see Poles dropping out of the top 10. From my point of view, Dropping from 2-28 requires a lot more compensation than having to immediately pay a superstar FA WR who may not like your deal. I am not sure

you can trade a player that close to the draft. Maybe I just dont know the rules.

No way in hel1 do I do that. Higgins is a known commodity, but drop from 2 to 28? I'd have to have more than that...

However, if Houston loses out as well as the Bears.

Bears need AZ Cardinals to upset Falcons in Atlanta.

Cardinals won't draft a QB but Falcons should.  Enhances trade down opportunities and keeps Bears in top 4 to where one of the 2 top defenders might be available:

Current:
1 Houston
2 Chicago
3 Seattle
4 Arizona
5 Colts
6 Falcons

Ideal:
1 Houston = need QB
2 Chicago = need DL
3 Seattle =  need QB unless they are satisfied with 32 year old FA Geno Smith who has come down to earth the last few weeks
4 Falcons = need QB unless they are satisfied with Marcus Mariotta and Desmond Ridder - I don't think so
5 AZ = does not need QB
6 Colts - need QB

Bears trade down to Seattle or Falcons and still have chance at Anderson or Carter OR trade down to Colts and take DE Murphy or Wilson

Seattle has another 1st rounder at #12....and that same position in R2.

According to the chart the R2 pick would be close enough value but all that goes out the window when dealing for QBs in early R1.

IF AZ upset the Falcons the Bears need the #3 and the #4 team to get in a bidding war for the 2nd best QB.  Otherwise the #4 team just settles for the #3 best QB and assume the Bears take the d-lineman.

Here's what Pace gave up to swap #2 for #3:

The 49ers traded the No. 2 pick in the 2017 NFL Draft to the Bears for the No. 3 pick, a third-rounder (No. 67), a fourth-rounder (No. 111) and a 2018 third-round pick (No. 70).

Yeah maybe their #12 pick is too steep to get our #2, but here's what the Jets gave up to get Darnold in 2018 to move 3 spots:

The trade: New York sends its first-round pick (No. 6), two second-round picks and a second-round pick in 2019 to Indianapolis for the Colts' first-round pick (No. 3).

I guess it all depends on the desperation factor to get the #2.

We can always hope, certainly crazy things happen.

If we stay at 2 and Houston drafts Young, the only way a team can be sure to get the qb it wants is to get the Bears pick.  Especially if Seattle heavily scouts the qb’s pre draft.  Pete Carroll is not conservative if he wants a qb he’s going after it.

The Colts and Falcons have to get quarterbacks and even their staying put is risky.

So there I talked myself into full agreement with you and upped the ante.
