Yes.  The rules are if they are listed as questionable or worse they can be on your IR.

CONSTITUTION
Players must be listed as questionable or worse to be on the IR.

Only two players are allowed to be on IR at one time.

Only players in the playoffs are allowed to add and drop players during the playoffs. Once you are eliminated from playoff contention your roster is locked for the offseason.

Rosters must consist of:
QB - 2
RB - 3
WR - 4
TE - 2
K - 2
D/ST - 2
At all times or it will be considered and Illegal roster.

I also noticed that someone was carrying a suspended player on their IR earlier this season. 

Next year I am implementing a new rule regarding illegal rosters because the system can not catch them all.

If you are playing a team and they have an illegal roster and you report them to the commish then they will receive 0 points for that game.

Next year.

I noticed last week that someone had a player on a bye stashed on their IR - not injured - ... but I didn't say anything. I try to police myself and stay within the rules which is why I ask as many questions as I do.  On that roster grid, it would be nice if it would display who is on IR so that it is a quick scan rather than having to go team to team to view.

One thing that has been  a concern and I wondered how it is handled or viewed.  I'll use Eddie Royal.  He was out all week, and then 1.5 hours before game time he was activated.  Earlier in the week, I claimed Cameron Meredith to safeguard, and then with Royal activated, I released Meredith before kickoff - great decision, haha.  Anyway, let's say that I left Royal on IR and played Meredith.  Should there be a penalty for sitting a player that doesn't get released to play until just before game time?  If I was not near a computer and Royal was activated, would that be a forfeit?  I think that is a little severe - just saying.

No.  When the injury reports come out they and a player is listed questionable or worse then can be on IR.  Even if they start the game after they had been listed as questionable.  That is the very reason we used questionable as the status for IR.

Wow.  Someone was that dirty?  I hope the player on bye was hurt the week before at least and they forgot to remove them from IR.

Maybe I will have to go look at each team on Sunday or Monday to find out what is going on and change their scores to 0.00 for that week.
