I'll vote Aye on #1.

In MLB, if someone clears the waiver wire, they can be traded to anyone at that point. They don't have to clear again. If we're trying to mimic MLB where we can, we would modify it to just "but can be traded".
Having said that, I can see owners asking for outlandish returns, getting no offers as expected, and then being able to make any deal they want or have already constructed behind the scenes.

I'm going to vote Nay on #2.

It's not two items.  Item one is the way the rule reads now.  Item 2 is the change, so please vote aye or nay on the change, not separately.

Okay, I had to make a change in the original blue change.  It should read "if only 7 no votes are recorded, it passes" not 8.  Sorry.

shouldn't it read that if 50% or less of the owners vote no then it passes.  What if we expand or contract the league and forget to go back and change this?

If I'm reading the message I just got from CBS, they've made a decision on Ohtani.  You may draft him and place him at either SP or DH and even place him at a position if he gains enough appearances at a position, like RF.  From the wording, I'm not sure you can continue to switch him from SP to DH...you may need to decide where he plays and leave him there unless you do DH and then can move him if he gains the above appearances at a position.  I will review more and report back.
