In the Q&A in the trib this morning, Biggs answers this question.  I think the trib must have some protection on the ol click and copy, but the answer is yes, the Bears could transition him.  Biggs doesn't think it is a good idea, but he goes right away to what it will cost - same as the franchise tag.  While I can't disagree with that, what I think it does do is allow a free market on Jeffrey while it also allows us the opportunity to match.  I think in this scenario, it better allows Jeffrey to go out and set his market, and as we have seen in years past there are teams that are not afraid to get creative with those poison pill contracts.  With him having that ability, while it is not a truly free scenario, it is not the franchise tag and no one is offering us two 1st round choices for him.

In this scenario, if the Bears are truly interested in retaining him, then they offer him a fair contract with a decent bonus, but he doesn't blow up the market and become the highest paid wide WR.  But if I were the Bears, I would also include some lucrative incentives that could bump the contract up to that higher level based on his performance and availability to play.  A fair contract with the opportunity to touch the top tier, or sign with another team and we have a chance to match.  I believe if all is said and done and he doesn't sign a contract with us or another team, then we have the decision to enforce the transition tag or release him to the market.  I think it is a better decision all around.
