The growth in net worth of those in congress stems from book royalties, gifts and donations, lecture fees and consultation fees, in my opinion, not in investment income.  There is little a senator or congressman can do to move the stock of a large company, up or down, that will have a profound effect on his net worth.

I suspect that Representative Collins and his family were not only trying to avoid losing a boatload of money by using insider information, but they they acquired the stocks in the first place as a result of what amounted to insider information.

Collins got the inside information, not from being a congressman, but from being on the board of directors of the corporation.  Granted, he was very likely only on the board because of his position as congressman, but as far as I know, very few congressmen are on the boards of directors of corporations.

Of course, what he did was illegal already, and no additional law is required, or would help, in situations like this.  And anyone with world wide connections could easily hide any increase in net wealth after retiring from congress.  Presidents are routinely paid millions of dollars in speaking fees after they retire, for companies and countries who profited by their actions while they were in office.

No, liquidation of all assets before taking office and living on the salary paid while in office, with no legal claim to such assets acquired while in office WOULD do wonders to help in situations like this.  The only reason Clinton got his outrageous post presidency speaking fees was because folks believed they were buying influence over future policy decisions in which a president Hillary could help them.  Nothing comparable has been seen with any other president.

I remember that you were against term limits because Congress had no constitutional authority to pass such a law.  Just out of curiosity, what constitutional power do you feel could be used to pass the law you propose?
