Ken Rosenthal of The Athletic is reporting that while Commissioner Rob Manfred has not yet made a final decision on what the penalties will be for their alleged IFA transgressions, it's likely to be severe.

Rosenthal mentions that the Braves will likely receive a "substantial fine, restrictions in their allocated finances for future signings, and prospects that were signed out of Latin America will become free agents. This includes Kevin Maitan' the crown jewel of the 2016 international class. Maitan has consistently been named as one of the prospects that Atlanta gave verbal agreements with. While the 17-year-old didn't light the world on fire in his first professional season (.629 OPS), he's still widely considered one of the very best shortstop prospects in baseball. There's still no firm date as to when Manfred will announce his findings and punishment.

The Cubs could open the checkbook on Maitan this year, right?

Cubs can't spend over $300, right?  Unless the guy waits till July, when teams will have the new very, very limited caps?

If they make those guys unrestricted FA, we will see in real time exactly how badly these international guys are getting screwed.  I doubt anyone in MLB wants that to happen.

I doubt they care.

Most fans seem to have the feeling that since the players are getting a lot of money, and since even prospects like this guy are already making a great deal compared to most kids that age, the fact that their right to truly control their own labor really doesn't matter, despite the fact that most would agree that in abstraction that is one of the most important human rights of all.

Heh heh, it's a great (if evil and dishonest and morally reprehensible) plan:  Get a big signing bonus, do it somewhat outside the rules, then "leak" it so that the team gets punished, then get freed up so you can sign again and get paid again!  And if you're extra lucky, get set free so that you're an unrestricted, uncapped FA who can get even more millions, perhaps many times more, the second time than on the first?  Win-win-win for the kid!  :)

Any IFA that is made a FA from this will get to keep their previous bonus and will be subject to the IFA rules. The Twins just terminated a contract for $3 million IFA so I would guess the Yanks, Twins and Rangers would be the likely spots for Matilan. There are rumors that a recent Korean SS signing could also be terminated and he signed for $300,000 so that could be an option for the Cubs. He’s supposed to be a plus, plus runner.

Jackson, 30, is a former Cubs prospect who made it up briefly to the majors in 2015 before pitching in Japan for the Hiroshima Toyo Carp the last two seasons. He's been one of the top relievers in Japan's Central League the last two years, posting a 1.86 ERA and 144/42 K/BB ratio over 130 1/3 innings. Assuming he returns to MLB, Jackson would likely have to settle for a minor league contract.
