The Brats release Shin Soo Choo, CJ Cron, and Brandon Woodruff.  They also send Ryan McMahon and Jack Flaherty to the minors.

And activate Bryce Harper, Adrian Beltre, Jose Pirela, Jimmy Nelson, and Mark Melancon.

He'd have to accept the qualifying offer or sign within the window in order to not be a free agent under our rules.  If he can talk to other teams he becomes a FA here.  The rule used to be that if a guy signed with his current team at any point you could keep him, but that changed a few years ago.
