The Circle is discussing these kinds of rules right now.  You will hear before the actual playing starts.

FYI, CBS has refunded our 2020 fee to my credit card.  So next year is paid for unless COVID gets me, you'll be SOL.

Thus spake the Circle: trade deadline will be two weeks before the last scheduled regular season games.  Any players declared free agents at season's end are lost even though the season is short.  Any players opting out this year can be DLed.

One other question for the Circle: are there any restrictions on trading minor leaguers or draft picks? By the rules, they can't be traded until a month or two into a typical season. But that doesn't really make sense this year.

This might need to be something The Circle might need to consider if players who go on the Covid DL can't be publicly identified.

Trading of minor leaguers and picks is allowed when the actual season begins.  Should the season still end we will start fresh.

Just wondering when would we be able to replace suspended and/or injured players?  I still have two guys who are suspended for the start of the season that I need to replace.

Not for a couple weeks.  With the season still in question, with players still opting out, and with potential injuries like Q's, there's no sense to killing ourselves to make changes until we definitely have to.

Here's how we will proceed:

On Monday, the 20th, everyone who has someone on the DL who is no longer on the DL must make their moves.  Reasoning: doing so should add a few more quality players to the pool.

On Tuesday, the 21st, we do an Opt Out draft along the lines Dave has suggested.  We rank the players who have opted out by their CBS rank.  Owners are allowed to replace them in that order.

On Wednesday, the 22nd, all other DL's are done in reverse order of last year's finish.  This is includes COVID's.

On Thursday, the 23rd, the Circle certifies all 16 teams for legality.

If at anytime the season is cancelled, the rosters lock except for any trades made before the 2021.

For Tuesday's replacement draft, I have the following Opt outs.  If I'm missing somebody, please let me know:
Mike Leake
Felix Hernandez
Nick Markakis
Michael Kopech
Ian Diamond
David Price
Jordan Hicks
Joe Ross
Ryan Zimmerman
Wellington Castillo

Most of these are FA's, and CBS pulled most of the Opt outs from their rankings, so the "draft" may be very brief.

Kopech still qualifies as a minor leaguer, so how is that handled?

Minor leaguers can't be replaced, so he just stays on the minor league roster.

Something I was just thinking about but are we going to keep 15 waivers for this season?
