I have some of these guys that will be hitting the FA list and others that are on the bubble - happy to listen to any offers but draft pick upgrades will get the job done in most cases.

I have a question about the minor draft. Cuban and Japanese players aren’t eligible, but what about Cubans that are in the minors without any MLB experience?

Cuban players who have signed with a major league team and sent to their minor league program ARE eligible for the minor league draft.  The rule was aimed at the few who were considered major league ready.
