It feels like yet another rule where it's going to come to a judgment call...  i.e., how much money the refs have on a particular game.

But it will also mean more flags which means more play stoppages which means more opportunities for commercials which is how the league and the networks want it.  When you look at it that way it makes perfect sense.   

I'm just wondering how many more RBs will now sustain severe knee injuries from hesitating to get low before the hit... and from defenders going low to avoid the penalty themselves.

This one seriously was not thought through very well at all.
