There was an article somewhere, maybe Dallas Morning News, that said the Cowboys might be interested in Urlacher. I still don't see how it makes sense as Urlacher would not play ahead of Sean Lee - they absolutely love Lee in Dallas. And the Cowboys have re-done about every big contract on their team to get to plus $175K. And they still have big holes and a draft.
I think once the hoopla of free agency dies down and Bears can start cleaning up their contracts they will throw an incentive laden contract Urlacher's way. I don't think Urlacher needs a big money deal but it could be an ego thing if he feels the Bears are insulting him with a low ball offer.
